Westbrook Village Homes With a Pool, Peoria 55+

Westbrook Village homes with a pool come in two forms: a private pool in your own backyard, or a home that leans on the association pools at The Lakes and The Vistas recreation centers. Both centers list a pool and spa. Adding a private pool later takes Architectural Control Committee review and a City of Peoria permit.

Two kinds of pool life in Westbrook Village

When buyers tell me they want a Westbrook Village home with a pool, my first question is which kind they mean. Some want water steps from the back door, on their own schedule, with no one else around. Others want laps, a spa and neighbors, and are happy to ride to a recreation center for it.

Those are two different searches, and I like to settle the question before a listing photo settles it for you.

Westbrook Village is an age-restricted (55+) community in Peoria. The age and occupancy rules are set out in the CC&Rs, and the association publishes a summary of them on its website.

Community pools at The Lakes and The Vistas

The Westbrook Village Association runs two main recreation centers, The Lakes on Westbrook Parkway and The Vistas on Country Club Parkway, and the association lists a pool and spa at each one. The Fine Arts Learning Center next to The Vistas is a separate building for classes and does not list a pool.

The association's recreation center page currently shows both centers open from 5:30 am to 10:00 pm daily. Each pool closes until noon one morning a week for cleaning: The Lakes on Mondays and The Vistas on Tuesdays. Hours can change by season, so check the posted schedule.

Pool and spa use is covered by the association's Recreation Center Rules and Regulations, linked from its Pool Rules and Hours page. I do not quote fees or membership costs here. Ask for the current figures in the resale disclosure package when you are under contract.

The association's age rules summary says minors may visit as guests for a limited number of days each year. If grandchildren will swim with you, read the current pool guest rules first. See also can grandchildren visit a 55+ community.

Buying a home with a private pool

Many Westbrook Village homes are resales, and pools on resale lots can be very different ages and in very different shape. Here is what I walk through with buyers on a private-pool tour:

  • Equipment: pump, filter, heater if there is one, and controls. Ask for service records and any recent repair invoices.
  • Shell and deck: cracking, surface wear and deck movement. A pool-specific inspection is worth adding to your general home inspection.
  • Barrier: the fence, gates, latches and any doors that open toward the pool. More on the rules below.
  • Sun and shade: where the afternoon sun hits the water and patio.
  • Backwash: association standards say pools cannot be backwashed onto common areas, streets or neighboring lots, and the city says backwash water must stay on your property. Ask how the current owner handles it.

A local pattern I see: buyers who start out set on a private pool sometimes change their minds after a few visits to the recreation centers. Before I treat a private pool as a must-have, I suggest a swim at the closer center during posted hours. Then we compare a pool lot against a no-pool home in similar condition.

If golf matters as much as water, compare pool lots with the homes on my Westbrook Village golf course homes page. For the full community picture, start with Westbrook Village homes for sale in Peoria.

Adding or changing a pool: association rules

The association's Architectural and Environmental Standards say any exterior change needs an Architectural Change application before work starts, unless the standards say otherwise. The pool and spa section covers, in general terms:

  • A licensed contractor must install the pool or spa.
  • Photos of the proposed location go in with the application.
  • Mechanical equipment must be screened from neighboring views, and noise and visual impact on neighbors and common areas should be considered.
  • A cartridge filter is required.
  • Pool fencing must meet City of Peoria safety requirements and building codes.

The association's process page says homes in a sub-association apply there first, then to the Westbrook Village Architectural Control Committee. The committee has up to 45 days to respond once the application is complete. Approved work has to start within 90 days and finish within six months of approval. Don't assume a neighbor's older pool means your lot can get one the same way.

City permits and pool barrier rules in general terms

Westbrook Village is inside the City of Peoria. The city's plan review and permits page lists a swimming pool and spa permit application and a pool and spa barrier checklist, and says building permits must be obtained before work begins.

Peoria's code compliance page says pools, hot tubs and spas deeper than 18 inches must be fully surrounded by a fence or barrier at least 60 inches tall. Existing pool enclosures cannot be removed or changed in a way that weakens their safety function. At the state level, A.R.S. 36-1681 sets barrier standards for residential pools, such as self-closing, self-latching gates. It also allows local rules that are equal or stricter, which is why the Peoria rule is the one to check.

This is a general overview, not legal advice. Confirm the specifics for your lot with the city and the association.

Who a Westbrook Village pool home fits, by home features

A private-pool home fits a buyer who wants an enclosed backyard with water and will keep up with equipment, cleaning and inspections. A no-pool home fits a buyer who wants less yard work and would rather use the recreation center pools and spas. If you want a brand-new pool and equipment on the lot, plan on a remodel, since most homes here are resales.

Some resales carry FHA or VA loans that a qualified buyer may be able to assume, subject to lender approval. I check for that on every listing we look at. If you are still comparing communities, see Sun City West homes with a pool and the Arizona 55+ living hub.

Questions people ask

Does every Westbrook Village home have a private pool?

No. Some homes have a private pool and many do not. Owners without one can use the pools and spas at The Lakes and The Vistas recreation centers under the association's rules.

Where are the community pools in Westbrook Village?

The association lists a pool and spa at The Lakes recreation center on Westbrook Parkway and at The Vistas recreation center on Country Club Parkway.

Can I add a private pool to a Westbrook Village home?

Possibly. You would need an Architectural Change application approved by the association, and a sub-association approval first if the home is in one. You would also need a City of Peoria pool permit and a barrier that meets city code. Check all three before you buy with that plan.
