Planning an estate sale in Sun City AZ starts with one question: which community is the home in? Sun City, Sun City West and Sun City Grand each have their own CC&Rs and enforcement office, and none of them shares one rulebook for garage, yard or estate sales. Read the documents for your lot first, then plan the sale.
Estate sale rules in the three Sun Cities at a glance
- Sun City: the Sun City Home Owners Association (SCHOA) CC&Rs limit homes to residential use and restrict business activity that brings people onto the lot. The CC&Rs posted on suncityhoa.org do not name garage or estate sales directly, so ask SCHOA how a sale is treated.
- Sun City West: the Recreation Centers of Sun City West say there are more than 100 different sets of CC&Rs in the community. Your lot may also sit inside a separate HOA with its own rules.
- Sun City Grand: the Association Rules and Regulations list "Garage and estate sales" as a topic covered in the Use Restrictions exhibit of the CC&Rs. Read that exhibit before you plan anything.
- Community-wide sale days: I could not confirm a current one for any of the three communities. Check with the association.

Why the three Sun Cities have different rules
People searching for an estate sale in Sun City AZ usually lump three places together. They are separate communities with separate governing documents. A sale that draws no attention on one street could bring a compliance letter a few miles away.
I am a REALTOR®, not a compliance officer. Downsizers often ask me whether to clear the house before listing or after. My answer always starts the same way: find out what your association allows, then build the sale and the listing around it. My post on downsizing to a 55+ community in Phoenix covers the bigger move.
Before you advertise any garage, carport, yard or estate sale:
- Confirm which community and which association govern your parcel.
- Get the CC&Rs and any rules and regulations that apply to your lot.
- Ask the association how it treats an estate sale compared with an ordinary garage sale, and whether a sale run by an estate sale company is handled differently.
- Ask about signs, hours, parking and how many days a sale may run.
- Do not treat a neighbor's sale as proof that yours is allowed.
Sun City (SCHOA)
In classic Sun City, the Sun City Home Owners Association posts its CC&Rs and compliance materials on suncityhoa.org. The commercial use section says homes are to be used for residential purposes by a single family. Business activity is allowed only when it cannot be seen, heard or smelled from outside, does not bring people onto the lot or involve door-to-door solicitation, and has no employees beyond family members who live in the home. The CC&Rs also say that selling or leasing your own home is not treated as a business.
The CC&Rs I reviewed do not mention garage, yard or estate sales by name, and they do not set a number of sale days. How SCHOA applies the commercial use rules to a one-time estate sale, a sale run by a hired company or a sale held over several days is a question for SCHOA. Ask before you book a company or print signs. SCHOA also oversees separate CC&Rs for a few areas, such as Rancho Estates and Dawn Lake.
If you are new to the area, my moving to Sun City AZ guide explains how the community is organized.
Sun City West
In Sun City West, the Recreation Centers of Sun City West (RCSCW) run a CC&R Department that is charged with ensuring compliance. RCSCW says there are more than 100 different CC&Rs across the community, and each owner is responsible for knowing the ones that apply to their property. The department works on a complaint basis: under the Association bylaws, an inspection begins after a complaint is filed.
Some Sun City West neighborhoods also have their own HOA. Local reporting on Sun City West CC&Rs notes that an HOA can add stricter rules but cannot loosen the lot CC&Rs, and that HOA violations are handled by that HOA's management. So a carport or estate sale may need to clear two sets of rules.
I could not find a Sun City West page that sets garage or estate sale limits for every lot, and I could not confirm a current community-wide sale event. Request a copy of the CC&Rs for your property from the CC&R Department through suncitywest.com, and ask your HOA too if you have one.
Sun City Grand
Sun City Grand in Surprise publishes its Rules and Regulations on livegrandaz.com. The version I reviewed, approved in November 2024, lists "Garage and estate sales" and "Business activities in a Dwelling Unit" among the topics covered in the Use Restrictions exhibit of the CC&Rs. The Rules and Regulations point to that exhibit rather than repeating its text, so the exhibit is what to read.
The same Rules and Regulations say posting of signs of any kind is not allowed, that announcements and notices must be approved by the Activities Manager, and that commercial solicitation may not be placed in Association Facilities. Ask the Association whether any community-organized sale is planned. I could not confirm a current one.
Permits, signs and city or county rules
Association rules are only one layer. The city or county where your home sits may also have rules on sales held at a home and on temporary signs in the right of way. I could not confirm current permit or frequency rules from an official source this time, so ask before your sale:
- Whether the association, the city or the county limits how many sales a home may hold in a year.
- Whether a temporary sign needs approval, where it may go and when it must come down.
- Whether parking, tables or a line of shoppers on the sidewalk needs extra notice.
- Whether any permit or fee applies. I do not list amounts here; ask the office directly.
Downsizer tips for a smoother clear-out
These are general tips I share with clients getting a home ready to sell. They are not association rules.
- Photograph each room before you empty it if the house will be listed soon after.
- Pull personal papers, title documents, keys and anything needed for the sale of the home out of the sale area first.
- Decide early whether you will run the sale yourself or hire an estate sale company, and share the association rules with the company in writing.
- Keep driveways, sidewalks and fire hydrants clear.
- Leave time between the clear-out and listing photos, and call me at 602-483-4665 for a free home value when you are ready.
Clubs often have members who know which local groups take donated furniture, books or craft supplies. My Sun City clubs and activities post and the list of volunteer opportunities in Sun City AZ are good starting points for those connections. To compare communities before or after a move, see my Arizona 55+ living hub.
Not legal advice. This page summarizes association documents I reviewed and points you to the offices that enforce them. Rules change, and your lot may be covered by documents I did not read. Confirm everything with your association, and talk to an attorney about probate or estate questions.
Questions people ask
Can I hold an estate sale in Sun City AZ?
It depends on the community and the documents for your lot. Sun City, Sun City West and Sun City Grand each have their own CC&Rs, so confirm with the association that governs your address before you advertise.
Does the SCHOA CC&R document mention garage sales?
The CC&Rs posted on suncityhoa.org do not name garage or estate sales. They limit homes to residential use and restrict business activity that brings people onto the lot. Ask SCHOA how those rules apply to your sale.
Where are Sun City Grand garage and estate sale rules?
The Sun City Grand Rules and Regulations list garage and estate sales as a topic covered in the Use Restrictions exhibit of the CC&Rs. Read that exhibit on livegrandaz.com or ask the Association.
Who handles CC&R questions in Sun City West?
The Recreation Centers of Sun City West CC&R Department. If your home is also in a separate HOA, check that HOA's rules as well.
