Teravalis is Howard Hughes' master-planned community in north Buckeye, west of the White Tank Mountains. Its first village, Floreo, opened in November 2025 with new single-family homes from several national builders, and the full plan covers about 37,000 acres to be built out over several decades.
I'm Terry Day with DeLex Realty. Teravalis is one of the biggest planned communities in the country, and it is just getting started, so most of what you can buy today is new construction in Floreo. This page covers where it is, what is open now and what is still planned, and what I check with buyers before they sign a builder contract out here.

Teravalis is inside the City of Buckeye, on open desert between the White Tank Mountains and the Belmont Mountains, along the corridor planned for the future Interstate 11. The first village, Floreo, is just east of Sun Valley Parkway, with an address on W. Floreo Drive. It is a long way from the center of the Valley, so I always have buyers drive their real commute at rush hour before they commit.
The land was known for years as Douglas Ranch. Howard Hughes bought it in October 2021, broke ground in October 2022, sold its first 365 Floreo lots to builders in March 2024 and held the grand opening in November 2025, when the first residents moved in.
Right now Teravalis means new construction in Floreo. At the November 2025 opening there were 20 model homes from seven builders: Century, Courtland, DRB Homes, KB Home, Lennar, Meritage and New Home Co. The models ranged from about 1,200 to 2,700 square feet, so you will find everything from starter-size floor plans to larger family homes. Floreo covers about 3,000 acres with room for more than 8,000 homes, and later villages may bring more builders and home styles.
Because each builder sets its own lot premiums, upgrade packages and timelines, two homes on the same street can be very different deals. I compare the base price, the lot, the included features and the builder's contract terms side by side for my buyers.
Howard Hughes plans more than 7,000 acres of open space, trails and conservation corridors across Teravalis, including more than 600 acres in Floreo. The big amenity is the Echo Community Center, which broke ground in September 2025 and is planned to open in 2027 with a fitness center, a resort-style water park, a 17-court pickleball pavilion, a dog park and trail connections. Until then, parks and trails open in phases as the neighborhoods are built. The White Tank Mountains are part of the view to the east.
Water is the question I get most about Teravalis, so here is the plain version. Floreo is covered by 100-year assured water supply certificates that were in place before Howard Hughes bought the land. Later villages will need additional water supplies, and the state's groundwater rules for this part of the West Valley have been tied up in court, with a ruling in April 2026 that may still be appealed. If you are looking at a home in a later phase, ask the builder for the water status in writing and I will help you read it.
School assignments in this part of Buckeye are still being set as new neighborhoods open, and Howard Hughes lists schools as a planned amenity. Ask the builder which district and schools serve the specific lot, then confirm with the school district before you buy.
Teravalis is planned with a master association for the whole community and separate associations for each village. Ask for the HOA documents, the design rules and any community facilities district or special assessment details for the specific lot before you sign.
Bring your own agent on your very first visit to a model home. Most builders require your agent to be registered at the first visit, and the builder's sales team works for the builder. I go over the purchase contract, the deposit and timeline terms, the lot, the upgrades worth paying for and the inspections, and I recommend a third-party inspection before drywall and again before closing. My guide to using a buyer's agent for new construction explains how that works, and new construction homes across Arizona lets you compare other communities.
If a monthly payment matters more than a brand-new home, ask me about resale homes with an assumable FHA or VA loan in other parts of Buckeye.
When you sell in a community where builders are still selling, your home competes with brand-new homes and builder incentives down the street. Pricing it right from day one and showing what a buyer saves on time, finished landscaping and window coverings matters a lot. Read how to price your Arizona home to sell, then call me for a price based on real resale numbers.
